Landlord won't fix AC in a timely manner!

Hello, I'm active duty military deployed overseas. One of my guys is having huge problems with his landlord in Ohio. The AC has been out for two weeks and the landlord is saying it'll be two to three more weeks until the part gets in and the AC is fixed. Meanwhile, my guy's wife and two young children are stuck in a scorching house! The landlord also refuses to provide portable AC units or pay for a hotel until the unit is fixed! What are their rights in this situation? Can they get reimbursed if they buy portable units themselves or go to a hotel? Can they stop paying rent? Any other advice? His wife has an appointment wife a RE attorney on Tuesday. Any help would be greatly appreciated...it's kind of hard to get involved from the Middle East! This landlord should be ashamed!
