Even if they are not judgment proof it can take years to collect anything substantial sometimes.If the tenant does not file an answer with the court or is not personally served with the notice and the Marshall has to tack it to the door then at least in my state of Georgia the judge can only grant eviction and not a judgment.When that is the case usually you take them to small claims court to get a judgment unless it is a very large amount.

So now I have the house , do the code violations get served to me as the new owners, or do they usually automatically start racking up fines daily to me from the day of closing?

The rafter tails don't carry much load and serve mainly to support the soffits, facia, and gutters so you should be able to get away with just nailing new 2x4's alongside the existing trusses and rebuilding the affected area.

There's likely nothing in there that requires they move after the expiration of the lease, so you'll just have to serve them with a notice that you are terminating the tenancy.
