Thought this bootcamp would be good and seems it will be filled with actionable content and not fluff. 

People focused on the word "modular" are ignoring OP's use of the word "title".The foreclosure action would only have included the home if it was at that time already considered part of the land.

I may never have chosen aerospace Engineering.... and I would have never been a NASA scientist...Sometimes the action you take now, defines your goals....Whoooow.. how deep is that!!

I suggest you get an attorney who specializes in Construction Law - you can often get a recommendation from a regional Builders Association since attorneys are sometimes affiliate members - it should cost you less than $1000 for him/her to send a letter to the contractor stating that you have no intention of paying the fee, that what he is trying to do is an act of fraud and extortion, and that you (the lawyer) will report the actions to the local construction licensing board and state attorney general. 

It has customizable action plans for lead campaigns, they draft content for a monthly newsletter that you can modify and send, and they include a free wordpress website (can be upgraded for IDX) that is also updated regularly with blog posts and is customizable. 

Taking legal action has crossed my mind a few times.
