If  you have proper sized and sloped troughs and properly sized downspouts and the gutters are clean and functioning properly, there is no reason that water should be coming off your roof onto his. 

Another reason that people invest with their IRA's is they have years of 401k plans to roll-over and it tends to be the largest asset that they own, or one of the most liquid. 

I would also send the landlord a notice to cure lease violation that they are to pay for water in a timely fashion keeping this utility functioning.

However we want to make sure we keep it functional and beautiful.Our house has an ARV of 150-160k which is below the average and median for this city, but still a very nice neighborhood.
