what can I do about my landlord
I live in a dupiex with two units with one meter and my landlord did not pay the water bill so the water was cut off 7/7/2014 and its still off today 7/8/14 I call the health department and they didn't show up yet. what actions can I take an against my landlord. I pay my rent every month on time.

I would start looking for a new placd if I were you. Just be prepared at lease. I would also send the landlord a notice to cure lease violation that they are to pay for water in a timely fashion keeping this utility functioning. The next step could be placing your rent money in an escrow account if they do not fix this problem. You need to follow your state's laws and do this correctlt. Simply withholding rent because the landlord is not taking care of something will get you evicted and the judge will agree with it everytime because you have not paid your rent.
