If there is work needed, it would be only cosmetic such as some interior paint here and there, maybe, maybe a new carpet, replace a ceiling fan or something like that.

He has adopted the buy and hold strategy where he upgrades the units with granite countertops, new carpet, paint throughout and W/D's, then just sets the rent at the rate of the (normally furnished) comps to set himself above the competition which allows him to find the better tenants that way.

The house was in poor condition, but did pass appraisal and qualify for a loan (after laying temp carpet and stick on vinyl squares myself one weekend and doing some painting on some facia boards...), and has good bones.  1 BD - 1 BA - 600 Sq ft.

I discovered that my previous property manager did a very bad job and/or quite possibly didn't even do the paint and repair work that I paid for (over 2k). 

Doesn't need permits:Mostly cosmetics such as, interior & exterior painting, interior doors,  trim, floors, replacing plugs light switches and fixtures, cabinets and countertops. 

It looks better with a coat of paint.  

You avoid liability by asking tenants to sign an agreement that they accept the presence of lead paint.
