In the past we've been doing this in Phoenix but lately things have slowed down and we are looking for other areas to invest in.In general the rehabs require low maintience upgrades and concentrate on durability and we aim to avoid any unecessary upgrades that are not considered in rent calculations by HUD/S8.

I would first negotiate a great price that simply assumes replacement/upgrade of stuff that is old: electric service and boiler in particular, as they will need to be replaced.
