Regarding the driving with an agent.

One thing I would advise is renting a car and spending your last day driving back through the area for a second glance and driving up and down several streets.  

He of course came back to sabotage my roof my driving long nails into it creating a leak that damage drywall.

With the Medicaid aspect, we'll need to get an inspection/appraisal to get creative to drive the price down low enough, but I think it can be done.With a bit of remodeling and repairs, I think it would raise the value to around $140k as that is what the other houses in the neighborhood are selling for or more. 

I did drive by two of the properties since they are not too far away from where I live.

The inspector pointed out the following:- Clogged gutter(s): one had tree roots growing inside- Caulking and/or cementing needed on outside of the house to seal gaps- Filthy crawlspace with water intrusion (possibly due to clogged gutters).
