Also FYI, if you hire a realtor to do tenant placement for you or do it yourself, Nevada law (AB 161) says the lease is not valid unless it's either notarized and includes a related disclosure, or signed by a permitted property manager.

I doubt it, but it’s possible the building permitting dept may adhere to any deed restrictions.

  $25K would permit a $500K purchase but it would leave you without any reserves (not a good idea).

However, I was told by an investor that in Florida, the law prohibits refinancing a property by its market value within the first two years of owning the property, and what the law permits, within those two years, is refinancing only by the purchase and rehab costs that can be proven.
