I'd say dig into that and then fire off whatever questions come up in the forums so you can get feedback. 

I always suggest that before you figure out the "how" and "when" and "what" you dig really deep and determine your "why".

I think if you dig and maybe look outside of the zones in your market you are used to looking at, you might find some areas worth investing in.

I'm going to dig hard for defered maintenance during inspections, but a 3rd party tells me they know the property and it's well maintained. 

I know the areas are different, but I'd do some serious digging first. 

This requires a deal of digging up and replacing entire line out to street which I really do not want to do or incur the cost.

Assessing and correcting water management around the exterior of the foundation may stall the deterioration sufficiently that you can operate for a few years before a "big dig".Does the 20K electrical estimate include relocating the ill placed panels and rewiring everything?

HOWEVER, further digging shows that $386k bought BOTH buildings, so $193k each.
