We put it over a very uneven concrete floor in a laundry room and it looks great. 

People just need a place to do laundry, cook, take a shower, drink beer and sleep.

We have to visit the building to drain quarters out of the laundry so we have a lock box in the laundry room to get checks from the Luddites.

When I told one renter that they could not have the new 7 foot python they brought home to an apartment that has a common drop ceiling with 2 other units and an laundry room he got mad. 

I think the service porch (laundry room) is kind of a waste of space for a small unit.

Let alone dirt being washed off, soap scum etc, just a difficult place for a window location and probably why they were abounded and not super common at least in this area in new builds but super common in the older homes.Glass block is probably as good of a solution as you are going to find.

The house has the laundry in a non permitted addition that’s falling apart.

In my experience, washing everything (walls, baseboards, doors, cabinets, etc.) from waist height and down will usually eliminate the odor.

Doing 90% of the rehab work myself we're estimating a reno budget of 18k, this reno is mostly cosmetic (yard work, fence, paint, floors, countertops, adding dishwasher, and insulating/finishing out a utility room into a laundry).
