Let alone dirt being washed off, soap scum etc, just a difficult place for a window location and probably why they were abounded and not super common at least in this area in new builds but super common in the older homes.Glass block is probably as good of a solution as you are going to find.

In my experience, washing everything (walls, baseboards, doors, cabinets, etc.) from waist height and down will usually eliminate the odor.

Doing 90% of the rehab work myself we're estimating a reno budget of 18k, this reno is mostly cosmetic (yard work, fence, paint, floors, countertops, adding dishwasher, and insulating/finishing out a utility room into a laundry).
