I’m also in the NYS pension system and have IRAs.

The states have a carve out for those that want to do a few a year in their iRA.. like it looks like IL is saying hey you can do one but if its your business model then you simply need to get a license and let us regulate your activity. 

From borrowers (volume producers), HMLs, IRA custodians, private equity fund managers, etc. 

If you tap your 401k to transfer assets to a self-directed IRA or 401k, your retirement account will be doing the lending and receive certain tax benefits on the profits.

Not everyone can buy rental RE and many will never be able to purchase a primary residence but anyone with very little money can open and fund an IRA account.  

Pay them and have them put that money in a Roth IRA!
