If you don't want to renew because of income, the way they take care of the property, their credit record, their criminal history, even their attitude you are probably within your rights.

The fact that the "system" forces you to waste 2 years of you life by taking classes like world history (which you already have taken for the past 10 years anyways), weight training and god knows what else is just beyond me.

Call past landlords, run a criminal history, check out eviction records. 

So having good credit with cards will probably help but you need mortgage history to really bump your score.

If you have an US income and credit history there is a chance at conventional your situation will vary on if that is possible. 

I have 10 % available cash to purchase, solid 20+ years work history, above $150k salary and reestablished credit history with a 640-670 FICO scores and documented FHA back to work program extenuating circumstances.

You will be negative cash flow on your SFR as it sits after paying for maintenance, even more negative cash flow if the significantly increased rents in West Oakland soften, and are buying at a time of the economic cycle that tends to produce the least large appreciation gains, based on history. 

Ask the owner about payment history, any major incidents, tenant stability, etc.
