The person you spoke with on the phone should be the owner per county records.

Then if you have more time, access to internet, and a good phone line (none of which were guaranteed on either of my ships), you can start doing flips or BRRRs. 

There was trash all over , broken furniture , wood and piles of junk ,god know how many piles of dog poop, and an inch thick of dog hair!  

And, do they come with phone numbers or just mailing addresses?

I also tell them my phone number and let them know that if we don't get an opportunity to talk after the meeting that they should text me. 

You don’t read the OP, you just spit out the same sentiment on every thread that we all have heard so many times from you guys like a broken record. 

Anyone have an appraiser show up and tour the property and not return phone calls and not submit the report?

I'd say your best bet would be to get on a phone with a lender and talk through the proposed situation so they can give you an idea of what you are looking at and how much it's going to cost.
