In section 8 request for tenancy approval (RFTA) paperwork it ask who will be paying the electric (heating, cooking, water heating, other electric).

Even at 71-years old, I still work on every real estate project from beginning to end because in my past 55+ years in the construction business I never found a person who could manage a project, get it done fast, get it done for a reasonably low price and never found someone who had the ability to make the decisions to think like I think to make changes as projects move along e.g. should I change the heating system or keep it, should I paint the ceilings or are they okay, should I change to new double pane glass windows, etc.While you think you could meet with your crew to iron everything out you can do a so-so job, but later you will find that many critical construction issues were ignored e.g.

Water pipes freeze and have burst at least once, luckily they were homeoutlet under sink caught fire, again lucky they were homepower is knocked out regurally from weather elementsdownstairs rooms receive no heat from hvac system and is in the single digits without using a space heaterthe wall heating elements downstairs have been broken, replaced and broken again, and was told they cost 500-700 a month in electricity to keep the placed moderately warmthe list goes on and on, and they have notified the landlord of each occurrence.

It has a new roof, new heating, new air, water softner, security cameras, networking, and ip phone system, on top of granite counter tops, and a ice cream bar with about 5 to 10k worth of custom cabinets wood shelves for medicine display.

Unfortunately within a week of moving in we are getting hit with a work order of ~$3000 for heating damper issues with the HVAC system causing the heating not to be balanced well throughout the bottom floor of the home.
