Is LIHEAP allowed when section 8 ask if owner is paying electric?

Please help. In section 8 request for tenancy approval (RFTA) paperwork it ask who will be paying the electric (heating, cooking, water heating, other electric). Are we allowed to put Low income home energy assistance program (LIHEAP) and not the owner that will be paying for the electric in the RFTA paperwork that section 8 gives us?
