Does Section 8 pay a higher rent if the owner includes electric?

Please help. Does section 8 pay a higher rent amount if electric (heating,cooking,water heating,other electric) is included in the unit compared to if its not?


Location is California.

Read My Lips..........."DO NOT offer to pay for Utilities for ANY Tenant." Will Section 8 pay a higher amount for utilities? In certain jurisdictions they do, but it is not worth it because it will be capped. It may be an extra $75.00 per month. ANY tenant that realizes gas and electric is included wil have the AC on with the windows open in one room, while having a portable space heater on in the next rrom...also with the windows open......YOU receive a $427.86 electric bill for the month and there is nothing you can do about it.
