If he is in his 40's that is retirement age for the military and might be getting a retirement and a VA compensation which will probably give him access to social security.  

He lives off of fixed Social Security payments and has virtually no equity in a house with a $500K loan balance that he refinanced 10 years ago using an adjustable rate loan.

Money is king, larger apartment communities usually do Low deposits and second month free, but here are a couple of outside the box ideas to get the word out and rented;In this day and age, social media is king.

For instance, if a potential mentor seems to complain a lot about not having time to create flyers, business cards, or keep their social media content updated, if you have the time and knowledge you could offer to fill that need.
