Most likely yes due to the 100 mile rule but it is subject to underwriting approval.

San Diego has usually been above average.I sold a duplex in La Mesa for 685k last month, buyer used FHA loan to house hack and another duplex also last month for $1M in North Park also using FHA loan. 

Some have claimed to flip 100’s of out of state properties, I am struggling with one out of state project as I just don’t have the time to travel hundreds of miles. 

Worse case, buy it as a second home, provided it is at least 100 miles away from your primary.

I’m not familiar with the “heat pump” everyone’s talking about… A heat pump is common in warmer climates but they're becoming more common further north as they become more capable.
