You can get a whole house surge suppressor/protector installed at the panel to prevent issues like this in the future, though I am unsure of the costs.

If you clean it now, their car is just going to leak again and you'll have to re-clean.You could put a flat board on it so the leak will go on the board.

The obvious of course is a new electrical panel box, new home wiring, yard fence higher than 4', new plumbing and HVAC, new room addition, a new roof or a foundation fix....I get/know that much.
