Buying without a buyers agent. Sellers agent needs me to make formal offer b4 he shows offer to seller

I'm trying to make an offer on a home and emailed the agent saying I'd like to make a cash offer for $XXX,XXX please let the seller know. He is refusing saying he first needs me to make a formal offer and send it to his email before he gives my offer to the sellers. What exactly constitutes a formal offer? I am in Texas. I get a feeling that the sellers are desperate and the house has been sitting 90 days on the market while homes in this area sell within less than a week.

Is there a form on bigger pockets that I could use to make the offer?

Why don't you give the realtor what they ask and you might get lucky and close the deal.
