There is no reason for a landlord to be carrying any costs on a property if those items do not have a fixed monthly fee.If the service has a fixed cost, flat rate charge, the landlord can build it into the rent however if it is based on tenant usage the monthly cost should be billed to the tenant by the landlord separate from the rent monthly.

In my experience, VA appraisals aren't any more stringent than FHA appraisals, but VA appraisers WILL generally look for repair items in addition to the appraisal.
