I am not sure if good deals can be found in NYC or most parts of Northern New Jersey, and I would like to stay clear of class C neighborhoods if possible.

We want to make a deal happen so that the seller gets what they are asking for, the buyer can stay under budget and get a great deal, and of course we be compensated for bringing it all together!

Make sure you job is stable, you have reserves, your credit is where it should be, you do your diligence on the city to ensure it has staying power, you do your diligence on the property, estimate costs correctly, etc.

@Jason Morris I would probably guide you here that the answer to that question should really come from an attorney.

My plan is to use my VA loan and buy a duplex, as required I will be staying in this property for a year.
