What some people do, and mathematically it makes sense, is to open a new credit account during a 0% for the first year promotional offer, transfer existing balances from a high interest card, and close the old account. 

Other local investors will have some referrals.

There is a local underground referral system where the bad tenants actually tell other bad apples about a landlord being "soft" so they can be the next to take advantage and skimp on rent.

I googled "whirlpool washer won't spin, drains ok" and got this: http://www.thriftyfun.com/tf89187482.tip.html (I don't make money off this site, and am not promoting it it was just the first thing that came up in google) which says it could be somthing as simple as a broken belt and how to fix it.I fixed a washer this way before, by googling the problem and breaking out the screwdriver.

One option might be to contact a local Realtor and see if you can get a contractor referral.  

If you have a local investment group i recommend going to make some contractor type contacts that can give you referrals for stuff like companies that do lead inspections.

Just kidding, promote a sense of positive neighborhood vibes and trim the trees!
