I don't know how you would get criminal background on minors whose arrest is as a juvenile, since I believe that is sealed info.

What exactly you include is up to you but they get points for all good things (income, references, no criminal record, etc.) and no points for bad things (i.e. not filling out an application correctly, evictions, criminal records, and so on).

We are all after the perfect evidence of a good tenant: Good credit score, secure job with plenty of monthly income, no criminal history etc.

If they provide sufficient income verification and everything else looks good, then you legally need to accept him.You should have criteria for income, rental history, criminal history, etc. written out.
