Many of these agents are not selling so they do the reports to get by and I can see where they have no clue about market conditions except what data they pull from the MLS.BPO's I haven't completed those in about maybe 6 years.

No data to support your theory, particularly on SFR, if for no other reason than neighbors would never know a tenant was receiving Sec 8 subsidies, unless the landlord or tenant told them.

I recently moved into an apartment complex in Spartanburg, SC and I moved from out of state so I just showed up after doing most everything online and was given a website to go to so that I could get renters insurance, and they said if I got insurance through this website I would only have to pay about $100 for my deposit!!
