It sounds like for the parks around 50 pads, you can just have one of the tenants be the on site manager in charge of grounds maintenance and rent collection.

2) Should I just sit down with a lawyer and have him draft up a partnership agreement (both parties 100% want to have something in writing before we purchase our first investment property), or are there any resources on the site/elsewhere that we can draft our own agreement?

As the owner of the property you are able to pick up.As for changing the designated GC, you submit a letter to L&I stating you are changing contractors to the plans examiner who handled the permit and they will change it for you.
