I'd want to pay under 5,000 for units needing minimal work. 

I will say that I wouldn't get into any kind of profit sharing deal that wasn't structured with interest or delayed payment of something specific. 

If you desire to keep the deposit, I would delay closing until you can deliver the property vacant 

Treatment can range from minimal to extensive counseling, rehab therapy, etc.

Any delays were caused by the Tenant failing to provide a forwarding address, so that's on them.Now that you have the correct address, send notice to that location along with a picture of the original envelope to prove you met the legal requirement.
