Since those loans are governed by the bank itself, the bank will call the shots on lending their own money.

But having a job helped me get a great loan that was government guaranteed.

There I worked heavily with single family housing development (rental and for sale), down payment assistance program, acquisition/ rehab of abandoned properties, and overall community development.  

Well the primary plan would be to sell the property before the end of the year, and if that didn't happen, then I would have to pay the property taxes on the land until i do sell it, or if I stop paying then it would be reclaimed by the government and put up for auction once again.

Although it is a federal program the offices are run locally and with different rules. 

Regardless if the government can't take the money, a comfortable end of life in this Country far outpaces the amount the government provides, and in the end you are stuck with the bill.

In short, the programs you are talking about are "First Time Home Buyer" programs. 

It sounds like a SFR that was converted to a duplex.What is required is governed by your state and/or local building codes and rental requirements.  

Like above, what government authorities do I need to work with, where would I go to apply for permits, etc. 

I'm also waiting to get into the Radiology Program at Fresno City but in the mean time I'd like to get involved with Real Estate.
