If you originally bought it on a mortgage you had a down payment and maybe some renovations that you paid for so after it is renovated and rented the theory (and in practice) is the home is now worth more and you can refinance it again, pulling all/most/some of your money back out so you can then repeat the process.

I wonder if it ties into Chris’ points above from what he learned from his attorney.The simplest explanation I can provide is this: Both Dodd Frank Act, and the regulations issued by the CFPB put very specific restrictions on financing of consumer residential properties.
