@Jay Chekansky Something else to look into is the higher section 8 rents sometimes are for apartments/houses that include utilities like gas, electric, etc.

I am looking at a multi-family in Connecticut and the top floor unit has a furnace (forced air gas) that is located in the kitchen and right near where the stove is supposed to be located.
