I know to check pipes (on city water so water should be flowing), but any key points I may overlook?

I am in Kansas City area.

There's extra capital needed to remodel the 3-5th floors, but I don't know what kind of options there are for funding that.The area is on the border between downtown and a less friendly neighborhood, but the city just got a big government agency to move in about a year or two ago.

I ended up purchasing a SFR on short sale in the same neighborhood.

My main question is should i just blanket neighborhoods with the sticky notes and should I also include either another note stating i will give a referral fee, or include it in the notes.  

Then drive the neighborhoods the investors are buying in.

South Bend also ranks as the fourth largest city in the state and is home to the iconic University of Notre Dame.
