I think these are simple mechanical valves, so they probably won't help will small leaks, but might help if something breaks wide open downstream of the valve.

The prices and of these things vary widely (40k-120k) but something around 300-600 square feet could rent for $800-1100/month.Theoretically you can make one of these things meet the 1% rule.

If the gap is not that wide maybe 20 to 40 bucks a month then it might take a very long time to break even from spending thousands to turn the unit.If the rent is hundreds of dollars a month below market then another new tenant might come in with just a little sprucing up and take the place.
