In the multi-family space this is a big deal assuming there have been recent renovations.If if it's an old building that hasn't been improved since more stringent regulation came to your area then it's possible that it just never had a CO issued because COs didn't exist then, but you can usually judge this by the age and appearance of the interior of the building.

I too am a newbie but I do know that when you're screening tenants you'll want to make sure that you're doing it the same way for everyone and that you have your tenant requirements based on something that can be measured and in writing so you don't break any Fair Housing Laws.

Determine a metric you care about, such as CoC return, or ROE, or IRR, or monthly cashflow amount and use those measurements. 1% rule is just a do the math in your head thing, but in appreciating markets you'd never find any deals to buy if that's all you use.
