If you think it is, I'd attempt to explain to the interested heir that without a will, or a deed in his name, or a completed probate, his alleged interest is not worth much, but if the property is considerably more valuable than what is owed on the taxes, I'd offer him something.

Welllll......that's not a science, but after a few losers, you start to see and feel the signs during screening processes:  Difficult to verify income despite alleged long term employment, previously lived with parents for 5 years (unless they got a killer job, what has changed?)
