Of course the fridge was already completely cleaned out and all the food had been taken off site and all she could do was show me receipts cobbled together from various stores (probably ran around the parking lots and picked them off the ground).

Also, if you hope to attract a national fast food chain, most retail developers will get a committment from them, or at least some type of LOI, up front to make sure that the chains would even be willing to have a store at that location, and what specs they would want/need for the building and how much rent they could pay, etc.

At minimum, all the overgrown landscaping should be trimmed back, if not completely removed with some fresh mulch and new plants planted.
