I understand your tenants point that she shouldn't need to wear the mask in her house but let her know that it's not because of her but rather the contractors who are putting THEIR health at risk to benefit HER family.

I do not want to disrupt their living situation since the tenant (mother is very old and has health issues). 

Hire an attorney experienced in evictions and get this woman out before she ruins your investment and your mental sanity.

The unit was in working condition but dated, Tenate is single, male, 62, and in poor health, possibly low income with no current employment.The median Rent for this size unit is $900/month in the area (Rentfax&Rentometer): I read to offer 10% discount for long term renters, was considering setting the rent at 800$ monthly M2M, is this too high of a jump? 

It is primarily because of addiction and mental illness.
