The only thing I could see using an agent for would be a limited-service type agreement where you pay a flat fee upfront (vs a percentage of the sales price) for a particular service such as placing on the MLS, scheduling showings, etc.

What I do with my single meter properties is call the water district before buying and get an average over the last 12 months (a little hard to figure if one unit is vacant though) and then I charge the tenants a flat rate per month for water and sewer for whatever the average bill was.
