Does this also mean “selling” the property to the LLC and paying capital gains tax?

You said you could go the conventional route and try to get the maximum a bank will let you get on a cash out, however there's different stipulations with a bank cash out refi than a HML. 

Mesquite is strict on code enforcement not allowing more than 4 unrelated parties to rent the same unit. 

Have you tried contacting the tenants directly?
