From an insurance point of view, if the damage/issue was caused by a "covered cause of loss" (fire, water damage, lightning, sewer backup, wind, hail, etc.), then the tenant should have protection under their own renters policy to rent a hotel. 

Call the building or health and safety department. 

They will become an intricate part of your team and over time you will learn a ton of lessons from them regarding the intricate and often confusing world of insurance.

The HELOC can act as a safety net, in the event we go over budget or find something we don't anticipate in our renovation.
