Further, if you raise the rent to an amount that the tenant deems "excessive," they can sue you, the Landlord, for Constructive Eviction, which occurs when a Landlord does not physically or legally evict a tenant, but takes actions that could be construed to be a Landlord's attempt to evict.

To me it seems the housing authority is attempting to make it more difficult for landlords to rent homes to section 8 tenants in this town (the town has a higher percentage  of vouchers then other towns).
