I don't know the REIpro terms of service, but I would guess that would be a violation of those.

I don't know what the laws are there, but in most cities in the Phoenix, AZ area, bandit signs are a code violation at the minimum and zip tying them to to traffic signs is probably not legal. 

If the tenant does not follow the process then they are in violation of the lease and law.
