New use for bandit signs

Spotted this illegally mounted below a traffic sign in a poor neighborhood. I understand why wholesalers put up bandit signs telling people they BUY houses, but does this WORK? Are there desperate cash buyers just driving along with their money burning a hole in their pocket who will call this number because they feel they can trust an ARV printed on a bandit sign?
