Tenant withholding rent payment

I was just chatting today with my friend also a multi family investor in nj, and he had told me that he has a tenant that called him last weekend about a minor issue, I think like the wall was old (probably plaster) so it started shifting, so he told him that next time he will be in the area he will check it out.

now the tenant is saying that he will pay rent when the problem is fixed.

LEMME HEAR YOUR EXPERIENCED THOUGHTS ON THIS PLEASE!

Instead of asking what our "thoughts" or "feelings" might be, you should ask what the law says. And  you should verify anything you're told because you can get a lot of bad advice on this forum.
