@Sol Silverstein as someone who grew up throughout the Capital District I would just avoid Troy all together.

Rezoning isn't required it's a mixed unit district.

Since then, I understand that the county has had a lot more discussion about how to handle STRs but as far as I know the process is still the same.I'm a little bit surprised that you were told you needed to apply for a SUP...it is certainly possible that the rules have changed since our application, but it was my understanding that If the property is located in any business, industrial or Residential Multi-Family (R-MF) zoning district a SUP is not required, However, if the property is located in an Agricultural, Residential Single-Family (R-SF) or Residential Manufactured Housing district, a SUP is required.

The Lansing area is interesting with the additions to Sparrow hospital and the development with the downtown area marketing it as the new "Stadium District". 

I am also not an attorney, but I spoke to one in the Capital District about a year ago.

While the decision doesn't mention the county the property is in, the opinion is from the 3rd District Court of Appeals which I believes covers Miami-Dade & Monroe counties.You're right, several people missed the 2nd mtg, however, I believe that while there are people out there who have done hundreds of searches and exams there are few I would consider "experienced. 

I have been looking mostly in the neighborhoods of South Wedge, Maplewood District, and Beechwood (where there seem to be the most multifamily properties listed).
