Albany NY? Good or not?

I'm thinking of purchasing a multifamily in Albany. Any thoughts? Concerned about taxes! Or the Harrisburg PA or Jacksonville FL areas. Could use some solid guidance please.

Albany has very steady rental pool for the reasons you described.  This also keeps property values up though.  There are other neighboring towns in the area which offer better returns, but taxes are a given up here and should be factored in advance.
