I am a mobile home investor and also have a couple rental properties, one in Texas and one in Alabama.  

As far as low income having internet ect my experience is they have as nice or nicer devices than higher income people and they all seem to have it in home or on a mobile device.

I wouldn't be surprised if the enforcement agency corrected his record but this still shows up in some manner.
