I'd strategize if there were any ways to move some of the risks (and costs) off to the local government.

It includes an attempt to take over privately owned apartments by the government. 

Banks, the government, IRS, and SEC are no joke.

The government pays most if not all of the money every month, so for times like these it can be some really good insurance!

Apparently back when the railroads were built in the 1860s, the government would give the companies 10 square miles of land for every mile of track they built, which the companies could then sell off.

(b) Except as otherwise provided in § 591.5 of this part with respect to any such loan made on the security of a home occupied or to be occupied by the borrower, exercise by any lender of a due-on-sale clause in a loan originated by a Federal savings association shall be exclusively governed by the terms of the loan contract, and all rights and remedies of the lender and borrower shall at all times be fixed and governed by that contract.§ 591.4 Loans originated by lenders other than Federal savings associations.

From what I've seen on youtube, the bill contains the following:1- Free rent for all tenants across the US regardless of income for a year2- Landlords can file for Government assistance which comes with the following conditions   a- No raising of rent for 5 years   b- Government gets first right of refusal if you sell your property within 5 years   c- You can't discriminate based on criminal background or credit on new tenants   d- Something about the tenant getting 10% interest in your property   e- You must accept applications from S8 tenants3- The Feds will give money to local governments to help them buy up properties to convert to low income housingThis bill has little chances of passing but if what I read is true, this mindset is terrifying. 

If the government can ignore their side of the contract and reduce the rent without following the current contract/agreement, then Section 8 contracts don't mean anything.

The government is now getting involved, placing eviction moratoriums.

All of this may be illegal, but these are the types of thoughts that run through my mind when our state governments create what I often think of as unfair housing laws.
