The part I’m stuck on is finding cash buyers to buy the contracts and how to even sell the contracts I have a good understanding of how it works but it’s not really explained in detail maybe I’m just over thinking it as well thanks in advance for any help

I do have more to invest in this, but I want to make sure that I can do/understand it first.

Oops...forgot about the unspoken double standard...my mistake.Actually this was from a proposition, so it was passed by the "people", but as I understand it was put forth and backed by the realtors association. 

My understanding is, that a parent to child tfr or grandparent to grandchildren tfr (only if all parents of those grandchildren are deceased), or inheritance from parent, may not trigger a reassessment as long as the child/grandchild is using the property as their primary residence.
