I had the same type of experience with another contractor and was thinking about going after him in court but decided not to because he had an Corporation and I was afraid he would file bankruptcy if i went after him.

Are you enforcing late fees, notices, and filing for eviction?

Last time I saw an article cities were looking for proposals around it but security was a huge factor. 

Rates keep changing and have filed a couple of claims over the years only to get denied.

If it is in fact your property taxes, you might want to talk to a property tax consultant in the area that can file a protest for you.  

What I didn't know: the properties that MI secures and rehab are sold within hours of listing as available.

And they do this because if something goes wrong and the policyholder files a claim, settlement agents often need to pay the money. 

They push you hard to go 10-15, but I have been able to secure 20 at least.

The sponsor argues that they get credit for bringing the millions of financing their reputations allows them to secure to get the project done.

I have not had to file a claim yet though.
